4月22日下午，正在重庆考察的习近平总书记走进九龙坡区谢家湾街道民主村社区，深入了解实施城市更新和保障改善民生等情况。
民主村社区，曾是远近闻名的“老破小”，房子差、管网旧、污水多、配套缺，2022年初启动更新改造项目并纳入全国有关试点。
看到更新改造后的社区焕然一新、井然有序，总书记亲切地对在场的社区居民说，中国式现代化，民生为大，中国共产党要做的事情就是让老百姓过上更加幸福的生活。
总书记关心城市更新，“保障改善民生”是其中重要的考量。
党的二十大报告强调，实施城市更新行动，加强城市基础设施建设，打造宜居、韧性、智慧城市。
今年2月，在听取天津市委和市政府工作汇报时，习近平总书记指出，积极实施城市更新行动，增强发展潜力、优化发展空间，推动城市业态、功能、品质不断提升。
建设“口袋公园”，持续改善城市生态；更新燃气、供水、排水、供热等老化管道，增强安全韧性；推广数字化、网络化、智能化服务，城市运行更高效；保护好城市历史文化遗存，延续城市文脉……近年来，城市更新行动速度在加快，保障和改善民生的步伐也在加快，人民群众获得感、幸福感、安全感不断提升。
更好满足居民日常生活需求——
2022年8月，习近平总书记来到辽宁沈阳市皇姑区三台子街道牡丹社区。走进居民李水家中，总书记察看厨房、卫生间、卧室等，之后在客厅落座并同一家人亲切交谈。大家告诉总书记，社区经过改造，冬天屋里暖和多了，道路积水的问题也解决了，环境好，心情也好。
习近平总书记指出，要聚焦为民、便民、安民，尽可能改善人居环境，改造水、电、气等生活设施，更好满足居民日常生活需求，确保安全。
这一次，在民主村社区，面对纷纷围拢过来欢送的居民，习近平总书记语重心长地说，“党中央很关心的一件事，就是把老旧小区改造好。改旧换新，完善服务设施。希望各级党委和政府都能为解决民生问题投入更多的财力物力，每年办一些民生实事，不断增强人民群众的获得感幸福感安全感。”
从“更好满足居民日常生活需求”出发实施城市更新行动，补齐基础设施和公共服务设施短板，提升城市品质，人民群众将在城市生活得更方便、更舒心、更美好。
托起“一老一幼”稳稳的幸福——
在民主村社区，习近平总书记走进饭菜飘香的社区食堂。见到总书记走进来，老人、孩子们都兴奋地站起身来，掌声、笑声、问候声此起彼伏。总书记微笑着和大家唠起家常。
“多少钱一份饭菜？”
“60岁以下的18块，60岁以上的15块。我们社区60岁以上的老人有2600多人，占比32%。”
“运营方是哪里的？实现盈利了吗？”
“第三方运营，社区监管，实现了微利。”
习近平总书记叮嘱：“一定要可持续。”
老人和小孩是社区最常住的居民，“一老一幼”是大多数家庭的主要关切，也是总书记的深情牵挂。
2022年7月，习近平总书记来到新疆乌鲁木齐市天山区固原巷社区考察。在党群服务中心，一群银发耄耋老人载歌载舞，朝气蓬勃；隔壁房间，一群少儿正背诵古诗词。“一老一幼”其乐融融，都在社区这一方天地。
习近平总书记强调，我国已经进入老龄化社会。要大力发展老龄事业和老龄产业，有条件的地方要加强养老设施建设，积极开展养老服务。未成年人健康成长事关国家和民族未来，事关千千万万家庭幸福安康。社区要积极开展各种公益性课外实践活动，促进未成年人身体健康、心理健康、心灵健康。
强化“一老一幼”服务，不断织牢织密民生保障网，托起了更多老人和孩子稳稳的幸福。
保留历史记忆和特色风貌——
“既要改善人居环境，又要保护历史文化底蕴，让历史文化和现代生活融为一体”，避免“千城一面、万楼一貌”……
习近平总书记高度重视城市工作，对延续城市文脉发表了一系列重要讲话。近年来，微改造、微更新，文脉绵延不息，让城市更具韵味，越来越多的历史文化景点成为人们休闲观光、文化消费的新选择。
此次习近平总书记考察调研的民主村社区，是原重庆建设厂的家属区。在改造中，设计团队提炼运用建设厂历史变迁中的“西迁”“援建”“复兴”建筑风貌元素，恢复重现了居民记忆深处的电影院坡坡、戏水河沟、游园坝坝等，新设计了系列文化景观，构建起一个“文化生态”空间。
在民主村社区，习近平总书记指出，老旧小区改造是城市更新的一个重点，也是一项民生工程，既要保留历史记忆和特色风貌，又要解决居民关切的实际问题。
城市更新，要在加强保护的前提下，使历史文化遗产在提供公共文化服务、满足人民精神文化需求等方面充分发挥作用，“让城市留下记忆，让人们记住乡愁”。
人民城市人民建，人民城市为人民。在城市更新中，必须坚持以人民为中心的发展思想，改造前问需于民，改造中问计于民，改造后要问效于民，强化社区居民主体作用。只有这样，才能更好推动基层治理，真正实现更有温度、更可持续、更加包容的城市更新。
“城市是人集中生活的地方，城市建设必须把让人民宜居安居放在首位，把最好的资源留给人民。”
